The Office of the President and Cabinet (OPC) has written to principal secretaries, as well as heads of departments and agencies, notifying them of its intention to begin updating staff returns for all officers from Grade E/P4 and above.
A letter signed by Dr. Maxwell Tsitsi, Director of Administration at the OPC, and seen by local media, states that Human Resource Officers will be deployed to government offices to request several key documents.
These documents include letters of conditional appointment for permanent officers, promotional letters, record of service cards, and confirmation letters, among others.
The OPC has also instructed heads of departments to specify the terms of employment for each officer, indicating whether they are serving on permanent, pensionable, or temporary terms.
Chief Communications Officer for the OPC, Geoffry Kawanga, described the move as a standard and routine procedure within government human resource management.
Meanwhile, National Anti-Corruption Alliance Chairperson Michael Kaiyatsa said the public expected such a move, noting that rumors of unprocedural appointments had circulated.
However, Kaiyatsa cautioned against using the exercise as a witch hunt or targeting specific individuals, emphasizing that the process should remain transparent and professional.
The initiative is seen as part of broader efforts to strengthen human resource governance, ensure proper documentation, and enhance accountability within the public service.
Officials and staff members are expected to cooperate fully to facilitate the smooth collection and verification of records.
